He is a healthcare law consultant specializing in the federal (EMTALA) and state laws governing hospital based emergency services, emergency medicine risk management, liability/insurance issues, and regulatory compliance issues. Dr. Bitterman is also the Chairman of the American College of Emergency Medicine’s (ACEP) Medical-Legal Committee and a board member for the Emergency Medicine Patient Safety Foundation.
 
Dr. Bitterman sits on a the editorial boards of a number of EM publications; advises healthcare organizations and law firms throughout the country on EMTALA, ED legal or risk management issues; speaks frequently at national conferences; and publishes extensively on EMTALA, state laws, and risk management issues concerning emergency medicine. He has written the widely used hospital ED text on EMTALA, Providing Emergency Care under Federal Law: EMTALA.
